Authorities in Mexico have known where a fearsome cartel boss lives and have not made any moves to arrest him. Despite the pressure from the U.S. government on Mexico to go after cartels, this cartel boss has been able to live in a home in the state of Michoacan with his family and has not needed to hide in the mountain regions like his colleagues in other organizations.

The man known in the criminal underworld as El Boto or Botox, Cesar Sepulveda Arellano, is the top leader of the Blancos de Troya, which was formerly part of Carteles Unidos. The cartel recently joined forces with the Cartel Jalisco New Generation.

The Breitbart News Foundation has learned exclusively that Sepulveda Arellano currently resides in the town of Cenobio Moreno in a red house located off Lazaro Cardenas Avenue, yet Mexican authorities have failed to take action against him for months.

Both CJNG and Carteles Unidos have been designated as foreign terrorist organizations by the Trump administration. In addition to drug and human trafficking, ransom kidnapping, and extortion, both of those cartels have also been linked to the use of explosives and extreme violence.

Unlike other crime bosses who hide in remote areas or constantly change locations, El Boto’s family is able to comfortably live at their home, with the crime figure returning and staying at that property in a consistent manner.

Mexican military sources revealed that they have had access to El Boto’s location for some time. The sources say they have not been allowed to apprehend Sepulveda Arellano. This information has been confirmed by U.S. law enforcement sources currently operating in Mexico, according to sources.

Mexican military forces have successfully captured El Boto in the past. In 2018, Mexican military forces arrested him just 48 hours after El Boto placed a $100,000 hit on a writer for Breitbart’s Cartel Chronicles project. As Breitbart Texas reported, two years later, a Mexican judge released El Boto under yet another suspicious ruling. Since then, the crime boss has been terrorizing local communities.

As Breitbart News Foundation reported, since joining forces with CJNG, El Boto has been carrying out a wave of kidnappings and murders throughout the Mexican states of Michoacan and Jalisco with complete impunity. The government of Michoacan has simply been documenting the cases but has not made any arrests or rescued any of the kidnapping victims.
